The Quebec Acceptance Certificate (CAQ) is issued by MIFI. It is generally required before you apply to IRCC for a study permit to study in Quebec.

The Quebec Acceptance Certificate (CAQ) is an authorization from the Government of Quebec for international students who undertake a program of study at an institution located in Quebec.

Unless a MIFI exception applies, the CAQ must be obtained before the study permit application to IRCC. An incomplete or non-compliant application can delay the entire pathway.
